宋代是赈贷发展的新时期。赈贷制度经历了从无到有,从政府主导到官民合办的演变过程,体现了政府降低制度运行成本与提高制度效率的追求。而同时赈贷制度作为赈恤措施的一环,与其他措施相辅相成应对灾害。赈贷的施行频次与力度也能侧面反映当时时局情况与国力盛衰。
