Created and developed by Wisconsin University in the middle of 19th century, the idea advocates the university＇s commitment to public service, believing that only in its active and effective interaction with the surrounding communities, could the local university achieve its sustainable development. This concept offers a possible solution to the teachers＇ transformational development of China＇s local universities. First, local universities should change their traditional ideas and encourage teachers to go out of the ＂ivory tower＂ to get fully integrated into the society. Second, platforms should be set up for the cooperation between local universities and enterprises to improve teachers＇ practical ability through the integration of production and education. Third, teachers should be encouraged to give full play to their own knowledge and wisdom by providing information and advisory services for local government decision- making.
