中欧气候变化伙伴关系的现状及前景

中欧气候变化伙伴关系的发展历经10年有余,已成为双边关系中颇具潜力的重要方面。中欧在气候议题领域的合作呈现出机制规范化、主体多层化以及内容专业化的特点。中欧气候变化伙伴关系的发展具有重要现实意义,有助于稳定全球气候治理体系,更能密切双边贸易合作进而增进战略互信。但是,这一合作也存在不足和问题,比如合作机制出现"垂直"和"水平"方向上的分野,双方关于气候变化治理的重要分歧见诸"非对称性碳排放"贸易格局和"清洁发展机制"下的技术转移问题、国际气候谈判中的"气候资金"注资等问题。在美国退出《巴黎协定》的背景下,中欧双方都有意进一步增进气候领域的合作,并增进相互理解,以推动气候变化伙伴关系的长期发展。

China-EU Partnership on Climate Change has become one of the most significant issues with huge cooperative potentials after more than one decade.The cooperation is helpful for stabilizing the regime of global governance on climate change,enhancing trade cooperation and improving strategic mutual trust.However,there are also some problems.For instance,the vertical and horizontal fragmentations on the international regime arrangement,asymmetric carbon emission on mutual trading as well as technological transfer difficulty under the framework of Clean Development Mechanism(CDM).Meanwhile,it is hard to make a consensus in international negotiations on the issues including Climate Finance mobilization and origins.As US government declared withdrawing from the Paris Agreement,both China and EU have realized the importance of enhancing the collaboration on climate change by the adjustment of relevant policies,which will strengthen mutual understanding and promote stable development of the climate change partnership.
