摘要
机构编制管理法制化是指由有权机关进行机构编制立法,将机构设置管理和人员编制管理活动纳入法治轨道。它有利于推进治理体系和治理能力现代化,有利于解决机构编制管理工作中存在的各种问题,有利于保障机构编制改革的成果。在我国,机构编制管理法制化有国际经验可以借鉴。未来全国人大常委会立法时可采用集中立法模式,将"三定"制度、编制实名管理制度等以法律的形式确立下来。
