摘要
针对电力规划、运行人员对事故备用认知的混淆,文中首先阐释了运行事故备用的概念。在对中国、北美、澳大利亚和欧洲等国家或区域电网的事故备用标准进行系统性考察的基础上,提出了"一个参考事故、两个性能指标、三个关键参数"的运行事故备用标准框架。文中研究成果可为完善中国运行事故备用的行业、企业标准,设计事故备用辅助服务市场提供参考。
For the confusion between the operators and planners about the contingency reserve, this paper firstly explains the concept of operation contingency reserve. On the basis of systematic survey on the contingency reserve standards of China, the United States, Europe and Australia, a standard framework is proposed, which consists of one reference accident, two performance indicators and three key parameters. The research results contribute to improving the operation contingency reserve standards and designing the ancillary service market.
