政府职能视域下黑龙江省冰雪体育产业发展探究

Research on the development of ice and snow sports industry in Heilongjiang province under the vision of government function

黑龙江省冰雪体育产业发展面临2022年申冬奥的机遇与压力,同时也感受着"3亿人参与冰雪运动"的推动与挑战;但是其冰雪体育产业发展内部存在突出问题:联动机制缺失;思想僵化;冰雪体育人口支撑不强;代表性滑雪旅游度假区体制限制严重;冰雪体育产业发展智库不专业。需要形成推进性策略:颁布操作性实施政策;在中小学推广冰雪运动技能;重视冰雪体育产业发展资金;建立专业性智库。

The development of the ice and snow sports industry in Heilongjiang province is faced with both the opportunity and the pressure of the Winter Olympics in 2022, and also feels the drive and challenge of ＂300 million people participation in the snow and ice sports＂. But there are prominent problems, including： lack of linkage mechanism, rigid thinking, snow and ice sports population support not strong, the system of ski resort severely restricted, and non-professional think tank in the development of the ice and snow sports industry. Promotion strategies need to be formed, including： to formulate implementation operational policies, promote the skills of ice and snow sports in primary and secondary schools, value the fund for the development of ice and snow sports industry and establish professional think tank.
