海岛统计调查制度完善与数据填报平台建设

Island statistical reporting system revising and data reporting information platform constructing

按照《中华人民共和国海岛保护法》相关要求,国家建立了涵盖海岛生态保护、海岛开发利用、海岛人居环境、特殊用途海岛保护和海岛管理五方面内容的《海岛统计报表制度》。本文在研究总结制度试运行实践存在问题的基础上,本着兼顾国家和地方需求、平衡数据需求和获取能力、保障制度的标准化和延续性的原则开展制度修订,共删除指标143个、修改指标14个、增加指标9个。经修订,海岛生态保护和特殊用途海岛保护类别的报表有所强化,海岛开发利用和海岛管理类别的报表总体被弱化,符合生态保护优先的生态文明建设要求。基于对报表制度的业务需求分析,设计研发了海岛统计数据填报平台,在国家、省、市、县四级节点稳定运行,实现海岛统计数据全国联网直报、处理分析和综合管理。基于统计调查数据制作的《海岛统计调查公报》等产品为国家各级海洋管理部门实施科学有效的海岛保护与管理提供基础数据支撑。最后,针对海岛统计报表制度下一步研究方向提出了几点建议。

According to Island protection law of the People＇s Republic of China,the island statistical reporting system was established.It contains five areas：island ecological protection,island utilization,island living environment,special used is-land protection and island management.This paper studies and summarizes the problems in the system running practice.By considering both the national and local needs,balancing the demand and data acquisition capacity,guaranteeing the stan-dardization and continuity of the system,revision of the system was carried out with the result of 143 deleted indicators,14 modified indicators and 9 increased indicators.The forms of island ecological protection and special used island protection categories are stressed while the forms of island utilization and management categories are weakened.The revision fits the ecological civilization construction requirement of giving first place to ecological protection.Based on the analysis of the business demands,a data reporting information platform is developed.It is stably operating at the national,provincial,munic-ipal and county nodes,realizing data reporting,analyzing,processing and managing by the national network.The derivative products such as island statistical bulletin provide basic data to support oceanic administrations to implement scientific and effective islands protection and management.At last,some suggestions for further research are offered.
