“农业共营制”经营模式探索——以四川省崇州市的土地经营模式为例

Exploration of the Operation Mode of Agricultural Cooperation System——Taking the Land Management Model of Chongzhou City in Sichuan Province as an Example

我国城镇化发展促进了农村土地和劳动力流动,农业经营格局正在发生重大变化,地碎、钱少、服务缺乏等农业经营问题越来越突出[1]。四川省崇州市创新"农业共营制"经营模式,促进了农业经营方式转变。该文通过实地考察和运用大量统计数据,使用主成分分析方法,客观地评价了崇州市2004至2015年的农业绩效,分析结果表明:虽然"农业共营制"对改善崇州市农业绩效发挥了明显的作用,但是仍然存在制约农业发展的因素。政府应完善农业职业经理培育体系、改善农产品流通渠道、打造农业品牌、推动农业信息化和现代化,为实施"农业共营制"经营模式创造良好的环境。

The urbanization in China promotes the mobility of rural land and labor. The agricultural management pattern is undergoing significant changes, and the problems such as broken ground, less money and lack of service operation in agriculture have become more and more prominent. The management mode innovation of the agricultural cooperating system of Chongzhou City in Sichuan Province promotes the transformation of the mode of agricultural operation. Through an investigation on-the-spot and a large number of statistical data, and used the principal components analysis, this paper objectively evaluate the agricultural performance during 2004-2015 in Chongzhou City. The results show that: although the"agricultural total battalion" plays a significant role in improving the performance of agriculture in Chongzhou city, there are still some factors restricting the agricultural development. The government should improve the agricultural occupation manager training system, improve the distribution channels of agricultural products, build agricultural brand and promote the agricultural informatization and modernization to create a good environment for the implementation of "agricultural total battalion" business model.
