“一把手”监督探析

A Probe into the Supervision of the “Top Leaders”

党的领导体制改革的成功与否是实现伟大中国梦的关键所在。"一把手"监督作为党的领导体制改革的关键环节,历来是党内监督的重难点。党的十八大以来,对"一把手"的监督成效显著,但"一把手"监督中的症结仍未根除,依然存在权力过于集中、监督体制不完善、监督意识淡薄、监督渠道不通畅等问题。分析新形势下"一把手"监督的重要性和迫切性,厘清"一把手"监督过程中存在的问题并提出对策建议,以此促进党的领导体制改革很有必要。

The reform success of the Party leadership system is the key to realize the great dream of China. As the key link of the reform of the Party leadership, the "head" supervision has always been difficult within the Party. Since the 18 th National Congress of the Communist Party of China, although it has been effective, there are still some problems such as the excessive concentration of power, not perfect supervision system and not smooth supervision channel. So it is very necessary to analyze the urgency and importance of the supervision of the "top leaders" under the new situation, clarify the existing problems in the process of supervision and put forward some countermeasures and suggestions so as to promote the reform of the Party leadership system.
