经开区财政绩效管理不能仅仅只关注绩效预算模式,还应当基于生态视阈,引导经开区转型升级,设计并架构经开区投融资绩效、债务风险管控和参与招商绩效管理等方面的管控机制。使每个机制既能独立地产生促进生态型财政绩效管控的作用,同时又通过相互联系而产生促进生态型财政绩效发展的合力,引导经开区建设实现转型升级。

The financial performance management in Economic Technological Development Zone should not only focus on the performance budget mode,but also guide the transformation and upgrading of Economic Technological Development Zone based on the ecological perspective,and design and build the management and control mechanism of the investment and financing performance,debt risk control and participation in the performance management of Economic Technological Development Zone.Therefore,each mechanism can independently play the role of promoting ecotypic financial performance control,and at the same time,it can generate the resultant force to promote the development of ecotypic financial performance,and guide the construction of Economic Technological Development Zone to achieve upgrading.
