A System Innovation of Encouraging the Participation of the Social Powers in the Construction of Public Libraries: The Donor-Naming Mechanism

公共图书馆的捐赠者冠名制度规定了冠名的范围和原则,是公共图书馆法中鼓励社会力量参与公共图书馆建设的制度创新。当前国内外公共图书馆捐赠者冠名现象普遍存在,国内较为特别的是名人专藏馆(室)和华侨华人冠名情况,国外则是冠名馆舍。我国部分政府设立的公共图书馆的纪念性、表彰性冠名情况构成了特殊问题,法律对此尚未规范。

The donor-naming mechanism of public libraries prescribes its scope and principles, which is a system innovation of encouraging the participation of the social powers in the establishment and management of public libraries in Public Library Law. Currently, there is a widespread phenomenon of public library naming at home and abroad. In China, Celebrity Collection Room and Chinese overseas-naming are more typical, while in foreign countries, the naming of library building is more typical. However, the commemorative and commendable naming of some public libraries established by government constitute special problems in China, which is not regulated by law.
