技术进步适宜性:要素投入比与偏向型技术进步的耦合关系——基于浙江省的经验研究

Suitability of Technological Progress: The Coupling Relation Between Factor Input Ratio and Biased Technological Progress——Based on the Empirical Study on Zhejiang Province

对技术进步适宜性的研究大多以对比的形式探讨,缺乏独立分析技术进步适宜性的研究路径。通过剖析要素投入比和偏向型技术进步的作用关系,构建了一条能够分析独立个体技术进步适宜性的研究路径,并以浙江省为例,进行实证分析:浙江省要素投入比与偏向型技术进步之间已经呈现背离趋势,技术进步适宜性下降,急需调整偏向型技术进步。进一步对浙江省偏向型技术进步的影响因素进行实证研究表明:自主研发对劳动偏向型技术进步有显著的正向影响,但作用系数不大;进口技术溢出对劳动偏向型技术进步的影响为负,但作用不显著;出口技术溢出能显著促进劳动偏向型技术进步的发展;外商直接投资对劳动偏向型技术进步有显著负向影响;产业结构对劳动偏向型技术进步具有显著的负向影响。对浙江省偏向型技术进步的发展提出了建议:加大对发达国家产品的进口,扩大外商直接投资,加速产业结构的转型升级,促进资本偏向型技术进步的发展,实现技术进步与要素投入比的良性耦合发展。

Most existing studies discuss the suitability of technological progress in the pattern of contrast,and lack research approach to independent analysis of the suitability of technological progress. This paper,based on the analysis of the relationship between factor input and biased technological progress,establishes a research approach to analyzing the suitability of an individual technical progress,and carries out an empirical analysis with Zhejiang Province as an example. The results show that the factor input and the biased technological progress in Zhejiang has revealed a deviating trend,and the suitability of technological progress has declined. Therefore,it is urgent to adjust the biased technological progress. Furthermore,we carry out an empirical research on the influence factors of biased technological progress in Zhejiang Province. The results show that the independent research and development has a significant positive effect on labor-biased technological progress, but the effect coefficient is not high; import technology spillovers has a negative but not significant influence on labor-biased technological progress; export technology spillover can significantly promote the development of labor-biased technological progress; foreign direct investment has a significant negative effect on labor-biased technological progress; the industrial structure has a significant negative impact on the development of labor-biased technological progress. Finally,some suggestions on the development of biased technological progress in Zhejiang Province are put forward: increase the imports of products from developed countries; expand foreign direct investment; accelerate the transformation and upgrading of industrial structure; promote the development of capital-biased technological progress so as to achieve the benign coupling development of technological progress and factor inputs.
