摘要 针对现阶段黄河基层河务部门缺乏信息化防汛指挥决策手段的问题,利用"互联网+"理念,开展了集互动式电子防洪预案、图形化河势信息、实时工情水情灾情为一体的基层黄河防汛指挥决策支持系统的研发。推广应用情况表明,该系统实现了数据采集系统、监控系统、报险系统、防洪预案、视频会商系统、物资管理系统的高度融合,可实现远程抢险指挥,提高决策会商的现代化水平以及决策指挥的科学性、准确性和及时性。 In order to solve the problem of non information-based flood control and decision making in the Yellow River's grass-roots river affairs department at the present stage,by using"internet+"concept,a set of interactive flood control,graphical information,real-time information of river regime and disaster situation was carried out for the Yellow River's grass-roots flood control decision support system development. The results of popularization and application show that the system realizes the high fusion of danger reporting system,monitoring system,flood control plan,material management system,video consultation system and data collection system. Remote emergency command can be realized. The modernization level of decision making and the scientificalness,accuracy and timelines of decision-making command have been improved.
