辽宁自贸试验区行政监管体制机制的科学设计,对于自贸区的高效、有序运行具有十分重要的意义。运用系统分析方法,从监管方式、监管理念、监管目标、重点改革领域等方面,加快辽宁自贸试验区行政监管体制的全面转变与创新。监管理念要实现"负面清单""宽进严管"的转变,监管方式要侧重加强事中事后监管;应按照国际化、法治化等目标定位,在六大重点领域推进政府监管体制、监管机制及监管行为模式改革创新,推出辽宁自贸试验区监管体制机制创新的具体举措,并处理好需要注意的几个相关问题。

To design a sicentific administrative supervision system of Liaoning pilot free trade zone is very important for its efficient and orderly operation.Using the method of system analysis,from the way of supervision,the regulatory philosophy,regulatory objectives,key areas of reform and so on,this article proposed that the administrative supervision system of Liaoning pilot free trade zone need to realize the transformation and innovation comprehensively.The regulatory philosophy should adopt the "negative list"and"easy entry and strict control"and the way of supervision should focus on strengthening the regulation in process and afterwards.At the same time,we should be in accordance with the following target positioning:internationalization and legalization,carry out the reform and innovation of government supervision system,supervision mechanism and supervision behavior mode in six key areas,put forward some specific initiatives and handle several problems that need to be paid more attention to.
