山西省“四好农村路”建设PPP融资模式研究

Study on PPP financing mode of “four-good rural road” construction in Shanxi province

现阶段我省"四好农村路"建设最可行的融资模式就是采取PPP模式,从县级层面,明确县(市、区)政府的主体责任,研究了PPP项目识别和准备的流程,并以某县为例,用图表的形式将PPP的具体运作方式呈现出来,为县(市、区)利用PPP融资提供借鉴。

Applying PPP mode is the most feasible financing mode in domestic ufour-good rural road^ construction at present. The paper firstly identifies the major responsibilities of county （city, district） from the aspect of county level, studies PPP project identification and preparation procedures, and finally displays PPP operation methods with chart forms by taking the county as an example, which has provided some guidance for county （city, district） in applying PPP financining mode.
