论网络信访的碎片化逻辑与治理之道

On the fragmentation-related logic of cyber-petition and its proper governance

网络信访是信访在信息时代的延伸,政府构建的网络信访平台和民众对信息媒介的自由运用构成了网络信访的现实状态。在网络信访中,技术与现实互相融合,展现出多元、复杂的现象,恰可以用"碎片化"一词概括。网络信访碎片化的现实逻辑在于信访者的原子化、事件发生的异质性、科层管理对复杂信访事务的整合失效。单一的科层控制非但不能消解冲突,反而会促使冲突复杂化。基于此,普遍的价值规范需要在碎片化的网络信访中确立。基于法治原则的网络信访法规政策需要完善;公平正义的话语需要构建;网络信访也需要在协同治理的框架内合理定位。

The Chinese cyber-petition is the progress of petition in the Internet age, which form ofered by the government and the free use of the info-media by the people. with reality and reflects the phenomenon of diversity and complexity, that is,fragfragmentation covers the following aspects ： the atomization of petitioners, the heterogeneity of differthe hierarchical departments in handling complicated petitions. The simple control by hierarchical departments cannot eliminatebut intensify collisions. Thus,shared values should be constructed in such cyber- petition. There is a dire need for proper poli-cies and laws, as well as a discourse of justice within a framework of cooperative governance.
