摘要
数据密集型科研范式下,科学数据的开放共享成为保障科技创新的重要举措,一些国家和科研机构制定了不同种类、不同类型、不同目的的科学数据开放政策,来保障科学数据的开放。文章梳理总结国外科学数据开放政策,以整体性、系统性视角重构科学数据开放政策保障体系,并将其应用到上海张江高科技园区的科学数据开放政策保障现状调研和分析中,为制定我国科学数据开放政策提供参考和借签。
Under the data-intensive scientific paradigm, the opening and sharing of scientific data have become an important measure to ensure scientific and technological innovation, and some countries and institutions have developed different types and proposed open policy on scientific data. This paper summarizes the open policy of foreign scientific data, reconstructs the policy guarantee system of scientific data in a holistic and systematic way, and applies it to the research and analysis of scientific data opening policy in Zhangjiang Hi-Tech Park in Shanghai. It is hoped that through the efforts of this paper, we will provide reference for our scientific data opening policy.
