海岛生态保护红线制度建构初探

A Study on the Construction of a Redline System for Island Ecological Protection

重视海岛生态系统保护和修复,提升海岛生态人居价值,是还百姓"碧海蓝天"的必然要求。但囿于当前海洋生态红线具体实施中并未过多凸显海岛红线特征,为此本文提出划定海岛生态保护红线的建议,初探了海岛生态保护红线内涵,研究构建了由海岛生态保护红线技术体系与海岛资源开发管制、海岛生态保护红线补偿、海岛生态保护红线监察构成的海岛生态保护红线制度框架体系,以期为实现我国海洋领域生态红线管控"一张图"的目标提供技术指引和参考。

Attaching importance to the protection and restoration of island ecosystems and enhancing the ecologic value of islands are the inevitable requirements for returning to ＂clear water and blue sky＂. However, It has not received attentions to characterize the island red line in the current implementation of marine ecological red line. Therefore, we proposed to delineate Island ecological protection red line and tried to define it firstly. We also put forward the main framework system of island ecological pro- tection red line, which is established by the technology guideline of island ecological protection red line, development access for island resources, ecological environment compensation and island protection and development. This framework system can provide a reference for the goal of using ＂one map＂ to control the marine ecological red line in China.
