介绍了江苏省当前的秸秆禁烧政策;从政策执行主体、执行客体以及政策资源3个方面,分析了江苏省秸秆禁烧政策执行过程中存在内容笼统虚化、执行过程重堵轻疏、执行成本高等问题,并阐述了问题的根源。提出应完善秸秆禁烧、综合利用政策,转变政策执行方式等优化对策。

We introduced the current policies on the ban of straw burning in Jiangsu province from the points of execu- tive body, implementation object and policy resource. In the process of execution, the problems of unclear target, unreasonable way and high cost were analyzed. Finally, suggestions such as improving the policies on the ban of straw burning and its com- prehensive utilization, changing the way of execution, etc., were provided.
