京都市实施垃圾分类减量及设立城市环保站的实施经验探讨

Empirical Study of the Implementation of Garbage Classification and Reduction and the Establishment of Urban Environmental Protection Station in Kyoto

分析了2000—2015年京都市垃圾处理量变化的趋势和原因,总结了近10 a京都市采取的一系列独有的垃圾减量化措施,介绍了京都市创立的面向市民提供垃圾减量相关信息及对市民进行启迪教育的行政窗口——城市环保站,对城市环保站的机制和其在推进京都市垃圾减量政策实施过程中的职责、举措、问题和成效进行了介绍,总结了我国开展垃圾分类减量推进工作值得参考和借鉴的方法。

The trends and reasons of the change in the amount of garbage to be disposed in Kyoto from 2000 to 2015 were analyzed. A series of unique garbage reduction measures adopted in Kyoto in the past ten years were summarized. Urban environmental protection station, which provided information and social edification on waste reduction to the public, was emphatically introduced, including its organization structure, responsibilities, activities, problems and results in the implementation to promote the waste reduction policy in Kyoto. Some referential and useful methods which should be recommended for the promotion of waste classification and reduction in our country were summarized.
