Operational Design and Operational Mission Planning

随着信息化战争理论与实践的不断拓展,人们在大力推动联合任务规划的同时,对于如何与传统意义上作战筹划相结合的问题引发深度思考.通过对作战筹划与作战任务规划的基本概念、决策思维方法、计划制定流程和筹划作业方式等问题进行研究探讨,提出"作战筹划主要是对战争进行的运筹谋划,而作战任务规划则是用智能化和工程化的方法设计战争"的思想,指出"随着作战方案计划制定流程的规范化应用,作战筹划正以战役设计的理念和方法融入作战任务规划之中"等重要观点.

With the continuous development of the theories and practices of information warfare, ones promote the joint mission planning vigorously, at the same time, the problem of how to work with the operational design in the traditional sense leads people＇s deep thinking. By researching basic concepts, decision-making thinking, plan-making process and planning the ways of operations in the operational design and operational mission planning, we proposed the thought that the operational design is mainly for the planning of wars, while the operational mission planning is to use intelligent and engineering method to design wars. We pointed out some important points of views such as with the standardized application of operational plan-making process, operational design are considered as campaign design idea and method in the operational mission planning.
