本文:首先,分析了海南省住房保障体系发展现状,目前存在的主要问题包括:住房结构失衡、房价调控面临巨大压力以及保障房存在产权不清、国有土地价值缺位等问题,因而面临保障房分配及管理难度大等困难;然后,借鉴英国共有产权住房制度经验,提出了海南试点共有产权住房制度的政策建议,以共有产权住房制度为主,构建新型城镇住房保障体系,并进一步在吸引适合海南十二大产业发展的优秀人才过程中发挥积极作用。

This paper analyzes the current situation of housing security system in Hainan province, at pre-sent, the main problems include the imbalance of housing structure, the enormous pressure on housing price control, the unclear property right of the guarantee housing and the absence of the value of state-owned land;Therefore, it is difficult to guarantee the distribution and management of housing; Then learn from the British mutual property right housing system experience, put forward the policy suggestion of common property right housing system in Hainan. Based on the mutual property right housing system, the new housing security system is constructed, and further play an active role in attracting talents who are suitable for the develop-ment of Hainan＇s twelve major industries.
