苏南自主创新示范区涉及多个异质的行政区域,其建设过程必须进行统筹布局,促进一体化协调发展,这也合乎科学发展观的要求。苏南自主创新示范区建设应形成由创新核心区、新兴产业示范带和创新型城市示范带组成的"多核两带"内生发展的立体化功能布局,引导各城市进行差异化定位和互动发展,统筹布局产业和基础设施。特别是要以苏南自主创新示范区建设为契机,全面推进苏南全区域一体化协调发展。
