“十二五”期间四川省疾病预防控制机构人员结构现状 被引量:4

Situation of manpower resource of center for disease control and prevention institutions in Sichuan province during the Twelfth Five-Year Plan

摘要 目的调查"十二五"期间四川省疾病预防控制机构人力资源现状。方法通过"中国疾病预防控制信息系统"基本信息子系统获得2011-2015年的数据(编制、年龄、学历、每万人口疾病控制人数)并进行分析。结果 "十二五"期间,四川省全省疾病预防控制机构人员总编制数和在职人员数分别增加4.7%和7.64%。人员年龄集中在25~54岁,<25岁人员上升(3.74%~4.98%),>55岁人员下降(10.64%~7.38%);学历以大专和大学为主,其次为中专,研究生构成比逐年上升。省、市、三县级机构人员的主要学历分别为大学(43.96%~46.09%)、大学(34.03%~42.76%)和大专(44.52%~47.71%)。全省疾病预防控制机构人员主要职称为中级、初级和无技术级别,与2011年相比,除中级职称人员比例下降外,初级和无技术级别人员比例增加。2015年全省每万人口疾病控制人员数为1.44,比2011年增加0.1人,川东地区明显处于较低水平,三个民族自治州的每万人口疾病控制人员数量处于省内较高水平(2.1/万~5.6/万)。结论 "十二五"期间,全省疾病预防控制人力资源发展总体呈上升趋势,主要变化为年龄结构优化和人员增多。总编制和在职人员数量增加,但每万人口疾病控制人员数量并无显著提高,说明疾病预防控制机构人员数量不能满足要求,在编的专业卫生技术人员流失比较严重,县级编外人员较多说明县级机构人员流失问题突出。 Objectives To learn the situation of manpower resource in Centers for Disease Control and Prevention( CDC) in Sichuan province during the Twelfth Five-Year Plan. Methods The date( size of staffs,age,educational background,professional background,number of CDC stuff per million people) of manpower resource in the municipal and country CDCs durning 2011 and 2015 were collected from China Information System for Disease Control and Prevention-basic Information Subsystem. Results The total number of CDC staff increased 4. 7% and number of serving staff increased 7. 64%. The main ages of the staff were between 25 and 54 years old. Comprising ration of the staff aged under 25 increased from 3. 74% to4. 98%,while the comprising ration of staff aged beyond 55 decreased from 10. 64% to 7. 38%. The staff in Sichuan province were mainly with junior college and university educational background,followed by secondary school and the proportion of graduate increased year by year. The main academic degrees of the staff in the institutions in provinces,cities and county levels were universities( 43. 96%-46. 09%),universities( 34. 03% ~ 42. 76%) and junior college( 44. 52% ~ 47. 71%)respectively. The main professional titles of the staff were middle and basic-level,no-technical level. Compared with that in2011,the proportion of the staff with middle title decreased while that with basic level and no technical level increased. The ratio of CDCs staff to residents was 1. 44 per ten thousand people in 2015 year,increased 0. 1 per ten thousand compared with 2011. The ratio was low in eastern Sichuan area,while those were in an high level in three autonomous areas( 2. 1 to5. 6 per million). Conclusion The human resource in the CDCs in Sichuan shows an upward trend during the Twelfth Five-Year Plan and the main changes are age structure optimization and personnel growth. Personnel organization and total number of the staff increases but the proportion of the personnel to residents did not increase that cannot meet the requirements,at the same time in the personnel of professional health loss is more serious,specially in the county agencies.
