探索建立行政权力中介服务清单,是安徽省持续深化"放管服"改革,推行清单制度体系建设的一项重要改革创新成果。针对依附于行政权力的中介服务环节多、耗时长、收费乱、垄断性强等问题,将包括行政审批、行政处罚、行政确认等所有行政权力涉及的中介服务事项,按照"三个一批"的改革办法进行全面清理规范,用行政权力中介服务的"减法",落实降低企业成本的想法,实现行政权力涉及的"中介服务进清单、清单之外无中介"。

Exploring the establishment of the listing system of administrative intermediary services is another importantachievement of reform and innovation to continually deepen the reform of"decentralization,administration and service"andimplement the construction of the listing system in Anhui province. In view of the problems attached to administrative power,including multiple links,time consuming,disorderly charges and high monopoly,etc.,the intermediary services involved inthe administrative power,such as administrative examination and approval,administrative punishment,administrative confir-mation and so on should be cleared up and standardized in an all-round way according to the reform approach"dividing inter-mediary services into three different types". We should carry out the idea of reducing corporate costs with the"subtraction"ofadministrative power intermediary services,and achieve the intermediary services involved in the administrative power of"in-termediary services on the list,and no intermediary services outside the list".
