国内生态行政学研究的理论分殊

Theoretical Differences in the Study of Ecological Administration in China

目前,中国生态行政学研究中的困境在很大程度上也是缘于呈现出了不同的理论视野分殊,其主要表现为:一是"行政生态学"理论学科定位下的研究,即有些学者肯定地认为生态行政学就是行政生态学。但事实上,二者理当分属两种明显不同的理论学科定位。这种将行政生态学与生态行政学混为一谈的现象是生态行政学研究起步中的主要困惑,大大影响生态行政学研究力量的集中和研究成果的推进。二是面向工业社会管理行政理论视野下的探讨,即目前国内大部分生态行政学的研究成果还是主要表现为面向工业社会管理行政理论的基调和高度。面向工业社会管理行政理论的生态行政学理论所具有的种种内在局限,依靠管理行政理论自身的完善是不可能得到根本解决的。三是面向后工业社会服务行政理论视野下的建构,但目前自觉地面向后工业社会服务行政理论的生态行政学研究成果还极其少见。面向后工业社会服务行政理论下的生态行政学构建以及达成广泛共识也都将是一个长期的历史任务。

At present, the predicament in the study of ecological administration in China is largely caused by the differences in theoretical perspectives, which are mainly manifested as follows: firstly, the discipline positioning.Some scholars affirm that"ecological administration"equals to"administrative ecology". In fact, they are two distinctly different theoretical disciplines. The confusion between "administrative ecology" and "ecological administration"is the main problem in the preliminary stage of the ecological administration research and it has exerted a negative influence on the concentration of the research efforts in ecological administration and the promotion of research findings. Secondly, the theoretical basis. The majority of the research results in current domestic ecological administration research are based on the administrative management theory of the industrial society, of which the inherent limitations can not be fundamentally resolved by the self-improvement of the theory itself. Thirdly, the scarcity of ecological administration research findings based on the theory of post-industrial social service administration. It is still a long-term historic task to further the theoretical construction of ecological administration under the theory of post-industrial social service administration and finally reach broad consensus.
