依规治党的内在逻辑与实现路径

The Internal Logic and Realization of the Rule of the Party

马克思主义经典作家在党规定位上强调依规治党是马克思主义政党的基本遵循,在党规制定上强调要立足实践和坚持民主集中制,在党规实施上强调要从严管党治党并切实维护党规权威,在党规监督上强调要建立专门机构并综合运用多种渠道。中国共产党依规治党实践,先后经历了初步探索、曲折推进、稳步发展和全面深化四个阶段,但与新时代不断提高党的建设质量的新要求相比,仍然存在差距。我们应在深刻把握依规治党内在逻辑的基础上,进一步明确依规治党在管党治党总体布局中的战略地位,加强党规制度体系建设,规范党规实施过程,完善党规监督体系,并协同推进依法治国与依规治党,推动全面从严治党向纵深发展。

The classic Marxist writers emphasize that ruling the party by its constitution is the basic principle of the Marxist political party, that the formulation of the party constitution must be based on reality and the democratic centralism, that the party should be strictly governed to safeguard the authority of its rules and regulations, and that specialized agencies should be established and different kinds of measures should be adopted in the supervision of party rules and regulations. The practice of the Chinese Communist Party in its self-governance has undergone four stages： initial exploration, twists and turns, steady development and overall deepening. However, to meet the new requirements of party construction in the new era, there are still gaps to be filled. To grasp the internal logic of governing the party, we should clarify the strategic importance of governing the party by rules, strengthen the construction of the party rules, standardize the implementation of party rules, and improve the supervision process. And we ought to promote the rule of our country by law and rule of the party by the constitution at the same time.
