当前,我国处于社会转型时期,高校在发展过程中出现很多难以预见的不确定因素,校园各类突发事件数量上呈现不断上升态势,高校安全稳定形势面临新的压力和挑战。加强高校突发事件应急处置中的有效领导,要坚持以人为本、预防为主、精细管理、协同管理原则,加强危机意识,增强预见能力,提高决策能力,提升领导效能,有效降低和缓解突发事件给学校正常教学科研、学习生活秩序造成的影响和冲击。

That China is in a period of social transformation creates for schools of higher learning many unpredictable uncertainties. The rising trend of all kinds of campus emergencies has brought new pressures and challenges to campus security and stability. Thus,to strengthen and enhance effective leadership in terms of emergency handling in colleges and universities we must,based on human-centered values give top priority to the prevention and insist on the fine and collaborative handling of those emergencies. It's necessary to enhance the crisis consciousness and improve the ability to foresee things and make decisions in order to achieve a higher effectiveness of leadership. The ultimate goal is to effectively reduce and mitigate the impacts of emergencies upon the work and life of both teachers and students.
