我国高等教育经费投入的趋势与展望:基于OECD成员国的比较

Trend and Prospect of Higher Education Funds Investment in China:Based on OECD Member States

以OECD成员国为参照对象,分析我国高等教育经费投入的趋势与现状。研究表明,我国高等教育财政性教育经费占GDP的比例相对较低,增长较为缓慢,跟不上国家财政性教育经费投入的增长率;在高等教育经费投入中,政府承担比例逐步上升,个人承担比例呈下降趋势;当前的高等教育经费投入与承担模式会限制高等教育经费投入的总量,不利于高等教育发展方式的变革。参照OECD成员国高等教育经费的投入水平和投入模式,需增加我国财政性教育经费在高等教育投入的比例,提升到30%左右;突破当前低投入低承担的高等教育经费投入模式有一定的可行性。

This paper analyzes the investment funding of higher education trends and the present situation, compared with OECD member countries. The research suggests that the proportion of financial education expenditure of higher education in China is relatively low, and the growth pace is relatively slow, which can not keep up with the growth rate of state financial education funds investment; Higher education funding is increasing gradually in the proportion of government fund, and the proportion of individuals is sharing a downward trend ; The current investment and sharing model of higher education funding will hinder the total amount of higher education investment, which is not conducive to the transformation of higher education development. Referring to the level of investment and in- vestment patterns of higher education fund in OECD countries , we need to increase the proportion of financial education in our higher education investment to around 30%. It is feasible to break through the current investment and cost of higher education funding model.
