The research discusses the developing modes of global university towns and their switching logic in a long - term term and holds that university towns play an important role as a long - term variable in economic growth in the stage of economic develop- ment. However, financial expenditure of regional higher education faces some contradiction and challenges. Regional fiscal spending should support connotative development, performance orientation guiding university towns to develop intensively, even allocating region- al fiscal spending in higher education, creating opening patterns and diversified investment. The research analyses the new normal of Chinese typical university towns, which verifies the paper＇ s conclusion.
