摘要 从权力的基本概念出发,分析权力运行中制约与监督的内在机理。由此,提出权力运行制约与监督机制主要包括"权责、程序、透明、监控、问责"五大核心要素。五个要素环环相扣、彼此关联,形成一个科学严密并具有可操作性的权力运行制约与监督机制。在此基础上,构建了高校内部权力运行制约与监督机制的"三权力-五要素-三层级-五大事务流"模型,也可称"3-5-3-5"模型。其含义是指高校是一个以党委权力、行政权力、学术权力为核心的多元权力结构;这三种权力都必然受到"权责、程序、透明、监控、问责"五大要素的规约;高校内部权力运行是以三层治理结构为载体,分布于学校层级、职能部门、院系层级;并集中体现在以干部人事、招生工作、基础建设、物资采购、科研经费等重大事务流为风险防控要点的权力场域。最后,从五大要素的角度,提出完善我国高校内部权力运行制约与监督机制的有效途径。 Starting from the basic concept of power, we analysis the inherent mechanism of the restriction and supervision in the operation of power. Therefore, the paper puts forward that the mechanism of restriction and supervision of power operation mainly includes five key elements: power and responsibility, procedure, transparency, monitoring and accountability. These five elements are interlocked and linked to each other so as to form a scientific and operational the mechanism of restriction and supervision of power operation. On the basis, we construct a model of "three powers - five elements - three levels - five major affairs flow" in the restriction and supervision mechanism of the internal power operation within colleges and universities. It also calls 3-5-3-5 model. That is to say, colleges and universities are a pluralistic power structure with the core of party committee power, executive power and academic power. All three of these powe~ must be bound by the five elements of "power and responsibility, procedure, transparency, monitoring and accountability". The internal power running in colleges and universities is based on the three-tier governance structure and distributed in the school level, functional departments, faculty level, which concentrated in the field of power that is the key point of risk prevention and control with cadres and personnel, enrollment work, infrastructure construction, material procurement, research funding and other major affairs. Finally, from the perspective of the five elements, we put forward an effective way to perfect the restriction and supervision mechanism of the internal power operation in Chinese colleges and universities.
