摘要
应对气候变化的政策工具主要有基于行政的命令控制手段,基于总量控制的碳排放权交易,以及基于价格控制的碳税。文章通过构建PMC指数模型并结合文本挖掘方法对命令控制手段、碳排放权交易和碳税政策进行量化评价,并为判断哪个政策更适合在中国未来使用提供建议。研究结果表明,碳排放权交易的表现最为优秀,碳税表现良好,命令控制手段的结果不太理想。最后,结合PMC指数模型的具体指标对碳减排政策的实施提出针对性的建议。
The policy tools to mitigate climate change are mainly command and control regulation based on administrative, carbon trading based on total amount control and carbon tax based on price control. This article established a PMC index model combined with the text mining method to make quantitative evaluation on the command and control regulation, carbon trading and carbon tax poli- cy. And it put forward suggestions to discuss which method was more suitable for China's future application. The results showed that the performance of carbon trading was the best, carbon tax performance was good, the result of the command and control regulation was not very ideal. Finally, we proposed the some pertinence suggestions on the implementation of carbon reduction policy combined with the PMC index model.
