论“一带一路”建设与西部文化产业的知识产权保护

Construction of the Belt and Road and Intellectual Property Protection of Cultural Industry in West China

"一带一路"倡议是新形势下我国全方位构建对外开放新格局和互利共赢国际合作模式的新探索,是中国新一代领导人从世界形势出发,提出的全新的外交和国际合作理念。"一带一路"建设,加快了沿线各国的互通和经济繁荣,也为西部文化产业迎来新的历史性机遇。知识产权保护作为西部文化产业发展的关键一环,在新时期下也应随之跟进。在"一带一路"建设战略的背景下,根据西部文化产业的现状,其知识产权的保护还面临一定的困境。因此,必须认识西部文化产业知识产权保护的必要性,完善西部文化产业知识产权保护体系,在"一带一路"建设下推动西部文化产业"走出去"的过程中,建立适应国际国内的保护机制,建立文化产业知识产权人才战略,提升西部文化产业的竞争力,推动西部文化产业可持续发展。

As China explores to construct a new opening-up and win-win cooperation pattem in the new era, the Belt and Road initiative, put forward by China＇ s state leader according to the world situation, is a brand- new concept for diplomacy and international cooperation. Its construction quickens the connectivity and eco- nomic prosperity of the Belt and Road countries and brings new historic opportunities for West China＇ s cul- tural industry. As a key link in the cultural industry development, intellectual property protection should keep in pace with the Belt and Road construction in the new era. However, the intellectual property protection is still facing some difficulties because of the present situation of the cultural industry in West China. There- fore, we must realize the necessity of intellectual property protection, complete the system, and promoting the ＂going out＂ of the cultural industry in West China by taking the advantage of the Belt and Road construc- tion. In this process, we can establish a protective mechanism in accordance with domestic and international situations as well as the talent cultivation strategy for cultural industry intellectual property protection so as to promote the competitiveness and the sustainable development of the cultural industry in West China.
