资源型城市产业结构转型的测算与分析

Measurement and Analysis of Industrial Structure Transformation in Resource-based Cities

本文运用矢量夹角估算方法选取1995-2015年34个资源型城市的经验数据,得到三点结论。(1)资源型城市产业结构转型具有较为明显的周期性,呈现"加速—减缓—加速"的动态调整变化轨迹。(2)随着国家一系列资源型城市转型政策的制定与实施,资源型城市产业转型取得一定成效,产业结构高级化发展趋势日益明显,但是资源型城市尚未彻底摆脱资源型行业发展模式。(3)资源型城市产业转型速度因资源开发所处阶段的不同,以及国家政策扶持力度的不同,存在一定的地区差异。

This paper is developed to analyze empirical data about 34 resource-based cities selected during the period from 1995 to 2015 via vector angle analysis method, and the conclusions are ： （ 1 ） transformation of industrial structure of resource-based cities features remarkable periodicity and shows a dynamic adjustment trend of ＂accelerate-slow down-accelerate＂; （2） with formulation and implementation of a series of national policies on resource-based city transformation, certain effect has been gained on industrial transformation of resource-based city and industrial structure tends to be optimized; but for now, resource-based city has not completely get rid of the resource-based industry development mode; （3） there exist certain regional differences in the speed of industrial transformation of resource-based cities due to uneven resource development and effectiveness of national policies.
