创新城区:区域创新驱动集聚发展的新空间载体

Innovation Districts: A New Space Carrier for the Development of Regional Innovation-driven Agglomeration

创新城区是有力承载国家创新驱动发展战略、大众创业万众创新和新型城镇化建设等创新驱动集聚发展的新空间载体。在梳理创新城区的内涵和模式基础上,探讨了我国建设创新城区的理论框架和战略定位。结合我国实践现状,基于区域创新三螺旋理论构建了由政府政策、企业产业、高校院所和社区等主体协同创新构成的创新城区发展四维理论框架体系,提出创新城区将以区域科技创新的重要策源地、新兴特色产业的集聚高地、新型城市建设的引领示范载体、创新创业文化的核心空间载体四个层面为城市发展提供新动能。

Innovation districts are the strong commitment to national innovation-driven development strategy,and the new space carrier of public entrepreneurship and innovation,new urbanization and other strategies. Based on the concept and four models of innovation districts,this paper discusses the theoretical framework and strategic orientation to construct innovation districts in China. Combined with China' practice and based on the theory of regional innovation triple helix.,we build a four-dimensional theoretical framework composed of government policy,enterprise and industry and college and community,etc. And we propose that innovation districts will provide new energy for the city development from four aspects,including the important source of policies for the regional science and technology innovation,the emerging gathering of special industries,the leading model carrier for new city construction and the core space carrier for the culture of innovation and entrepreneurship.
