社会组织参与自然灾害救助困境的影响因素探究——基于Nvivo11的质性分析

A Study on the Influence Factors of Social Organizations' Participation in Disaster Relief——An Isotropy Analysis Based on Nvivo11

近年,随着政府与社会职能分工的不断明晰,社会组织参与社会公共事务的作用也越来越突出。同时,如何最大限度地发挥社会组织的专业能力和社会职能,推动其有序健康发展,也是党和政府一直十分重视的问题。本文基于Nvivo11对69篇社会组织参与自然救灾方面的文献进行质性分析,认为影响社会组织参与自然灾害救助的因素较为复杂,具体包括政府、社会组织自身、社会和主体合作四个层面的因素,其中核心因素是法律体系、管理体制、传统理念、人力资源、财政资源、内部管理制度、能力、社会组织与政府的合作等。

With increasing distinction of the function division between government and society, socialorganizations are playing a more and more prominent role in social and public affairs. It is an issue of greatconcern for the party and government to make the most of the professional and social functions of socialorganization and promote its healthy development. Based on isotropy analysis of 69 literatures, the present paperpoints out that such factors as government, social organization, society and subjects cooperation will have impacton social organization's participation in disaster relief. And core factors include legal system, administrativesystem, traditional view, human resource, financial resource, internal regulation, competency, and cooperationbetween social organization and government etc.
