摘要
产业集聚通过规模效应、技术外溢和非完全竞争引导生产要素在一定范围内集中,是当前经济发展的阶段性特征。同时,由这3种效应所引发的成本节约、技术进步和能效提升对碳排放强度的降低产生积极影响。然而,由于中国政府对产业集聚过度干预现象的普遍存在,易导致追逐"政策租"而引发"企业扎堆"现象的产生,从而对碳排放强度的改善产生不利影响。从这一视角出发,本文通过数理推导和实证检验剖析产业集聚对碳排放强度的作用机制,从而探寻政府适度干预和市场配置共同作用下节能减排的可行方法。
Through the scale effect,technological spillover and incomplete competition,industrial agglomeration guide production elements concentration in some area which is a periodic characteristic in present stage of economic development.Meanwhile,it has a positive impact on the reduction of emissions intensity through cost savings,technological progress and promotion of energy efficiency,which are caused by these three effects.However,due to the widespread of Chinese government's excessive interference phenomenon on industrial agglomeration,easily lead to the phenomenon of enterprise cluster in order to chase preferential policy,and lead to an adverse effect on the improvement of the carbon intensity.From this perspective,this paper analyzes the mechanism of industrial agglomeration on carbon intensity through mathematical derivation and empirical test,to explore a feasible way to energy conservation and emissions reduction under the joint action moderate government intervention and market distribution.
