区域经济增长中成都市三圈层经济协调发展探析

An Exploration on Chengdu's Three-Circle Economic Structural Coordination and Development in Regional Economic Growth

文章把成都市地理辖区作为研究对象,分析成都市整体的产业结构和辖区内各行政区的经济增长状况。通过对成都市2006—2014年的产业结构分析和各县(市、区)经济总量的差距分析,得出成都市整体产业结构形成了"三、二、一"结构,但是在区域经济内部各县(市、区)中形成了三圈层结构。最后分析形成三圈层的原因在于产业驱动、政府性资源、市场资源三方面约束,并结合创新、协调、共享等发展理念提出三方面对策,即:一是着力创新驱动,推动区域内产业结构优化升级;二是统筹三圈层,推动区域内经济协调发展;三是坚持共享发展,推动区域内资源自由流动。

Taking Chengdu’ s administrative region as the research object, this article analyses the industrial structure and the economic growth in this region. From the analysis of Chengdu’ s industrial structure and the gap between the economic aggregate of all administrative regions（including counties, municipalities and districts） from 2006-2014, it can be concluded that an inverted pyramid structure- “the TertiaryIndustry-the Secondary Industry-the Primary Industry” has taken into shape in Chengdu’ s economy, butathree-circle structure in the regional economy. Finally, it turns out that it is the industrial drive, governmentand market resources that help form the three-circle structure and three strategies combining innovation,coordination and sharing are put forward as follows： first, advocating innovation -driven and advancing regional optimization and upgrading of the industrial structure; second, pushing forward the economic coordinated development within regions by integrating the three circles; third, boosting the flexible exchange ofresources within regions by insisting shared development.
