一种基于Visual C#的专家评委随机抽选系统研发

摘要 评委专家是职称评审阶段的重要角色之一,直接决定了职称评审的质量与结果。目前,国内大多高校和科研院采用人工指定方式抽调评委专家,缺乏规范性和透明性,人为因素较大,给职称评审带来许多隐患,影响了评审结果的客观性。为建立相对公平的评委专家抽选机制,针对新政策背景下榆林学院职称评审方案,分析了评委专家的随机抽选方法,具体包括:无条件随机抽选1人、指定学科随机抽选1人、指定职称随机抽选1人、指定学科与职称随机抽选1人和指定学科职称批量抽选多人这五种方式。在此基础上研发了专家评委软件助手,可辅助评委抽选过程公开、公平与公正地进行,为促进高校教师队伍的健康发展提供有效的参考依据。 Judge expert is one of the important roles in the professional title evaluation, which directly determines the quality and result of the title review. At present, most colleges and research institutes in China use artificial appointment to select judges, which lacks standardization and transparency, so the human factors brings to the title review many hidden dangers and a^ect the ob-jectivity of the evaluation results. In order to establish a relatively fair mechanism for the selection of judge experts, this paper ana-lyzes the random selection method of judge experts according to the evaluation scheme of the titles of Yulin College under the new policy background. It includes: unconditional random selection of 1 person, random selection of 1 person in designated subject, ran-dom selection of 1 person in designated title, random selection of 1 person in designated subject and title, and batch selection of many people in designated subject title. On this basis, the expert judges software assistant has been developed, which can assist the selection process of judges in an open, fair and just manner, and provide an effective reference for promoting the healthy develop - ment of college teachers.
