通过分析公立医院主动控制医疗费用的动力来源,建立公立医院主动控制医疗费用的动力机制,制定公立医院主动控制医疗费用的路径,建议主要从宏观系统、中观组织、微观个体三个层面入手,引导公立医院加强决策统筹、深化经济干预、实施精细化管理、利用医疗集团平台、建立科学的补偿机制。

Through analyzing the power source of active control of medical expenses in public hospitals,this paper established the dynamic mechanism of active control of medical expenses in public hospitals,and formulated the path of active control of medical expenses in public hospitals.It is suggested that from the three levels of macro system,meso organization and micro individual,the government should guide public hospitals to strengthen decision-making and overall planning,deepen economic intervention,carry out meticulous management,making advantage of the platform of medical group and establish a scientific compensation mechanism.
