基于因子分析和ShapleyChoquet积分的公共治理指数测算与实证分析

Measurement and empirical analysis of public governance index based on the factor analysis and Shapley Choquet integral

基于公共治理理论视角,通过因子分析法选取政治包容、社会保障、经济管理、社会公正、政务公开五个方面共计13个指标,形成具有可操作性和科学性的公共治理评价指标体系。基于公共治理评价指标体系和Shapley Choquet积分,构建公共治理指数测算模型。利用测算模型测算全国30个省会城市的公共治理指数,实证分析测算模型的可行性。运用公共治理指数的理念与测算方法,可为公共服务供给能力的增强,提供建设思路与政策建议。

From the perspective of public governance theory and the way of factor analysis, this study chooses political tolerance, social security, economic management, social justice, making government affairs public as the five aspects, 13 indexes of structuring an operational and scientific government public management index system. Based on the evaluation index system and Shapley Choquet integral, this study constructs a calculating model of public governance index, and the calculation model is used to measure the public governance index of 30 provincial capitals and analyze the feasibility of the model. The concept and calculation method of public governance index can strengthen the supply capacity of public service and provide the construction ideas and policy suggestion.
