实现伟大的中国梦的国家未来图景不仅是中国共产党在其第十九次全国人民代表大会上对全国人民作出的政治承诺,更是中国共产党今后相当长一段时间内的核心任务。本文主要从政策解读的角度探讨实现中国梦这一国家未来图景的基本保障和可能路径,即社会反腐的推进与治理能力的提升。惩治贪腐不能仅仅依靠国家机器的强力打击,更需要来自社会对腐败的零容忍。基于中国国家建设的路径依赖,国家未来图景的实现有赖于国家治理能力的提升,而国家治理能力的提升关键在于重塑理性科层制。

To realize the great Chinese dream is not only the political commitment made by the Chinese Communist Party to the people throughout the country at its 19th National People's Congress,but also the core task of the CCP for a considerable period to come.This article explores the basement and possible ways to achieve this vision of the future,namely the promotion of social anti-corruption and the improvement of governance capacity.The success of anti-corruption depends on the powerful crackdown by the national anti-corruption agency and the zero tolerance of the public on corruption.Based on the path dependence of China's national construction,the realization of the grand goal of building a powerful nation which depends on the enhancement of the state's ability of governance,especially reshaping the rational hierarchy.
