摘要
为了进一步推进社会经济绿色发展,我们对城市生活垃圾分类处理全过程的总成本以及社会总成本效益模型进行动态监测及科学计算并对远期成本效益进行预测分析,从而设计成本分析的优选模型。将全国城市根据GDP和人口分为一、二、三线城市,从各线城市中根据地理位置、发达程度选取若干代表城市,进行分类研究垃圾处理最优模式。从全国范围切割至具体城市,具体城市分类从而反映全国范围内生活垃圾处理现状。为了提高居民垃圾分类回收意识、提升城市自我管理能力,我国许多城市开始实行生活垃圾收费制度,追踪垃圾的生产分解过程,分为企业、居民、社会三大环节,根据收费制度标准的不同考查人均垃圾产生量的变化,以增加单位价格产生影响(<0.2),确定合适的收费制度。
