我国农村跨界公共危机与协同治理刍议

On the Trans-boundary Public Crisis of Rural Areas and Synergistic Governance Research in China

农村的和谐与稳定是实现全面建成小康社会目标的重要基础。然而,现阶段的跨界公共危机已成为影响我国农村稳定发展的主要障碍之一。本文基于协同治理理论,运用系统规范的研究方法,在分析农村跨界危机治理脆弱性与协同治理能力构成的基础上,从培育协同治理理念、构建协同治理机制、完善协同治理框架、设立协同治理机构等方面,提出了推进农村跨界公共危机治理的对策,以期对我国农村跨界公共危机协同治理有所裨益。

The harmony and stability of rural areas is the important foundation of realizing the goal of build a well-off society in an all-round way.However,the trans-boundary public crisis has become one of the main obstacles to the sta- ble development of Chinese rural at the present stage.This article is based on the theory of synergistic governance ,using systematic and normative research methods,analyzing the fragility of trans-boundary public crisis in rural areas and the framework for synergistic governance.Put up with some strategy to promote the governance of trans-boundary public crisis in rural areas,such as foster the idea of collaborative governance ,build the collaborative governance mechanism,create a collaborative governance framework and establish the institution of synergistic governance.
