发达国家(地区)发展社会企业对中国的启示

The Development of Social Enterprises in the Developed Countries (Regions) and Its Enlightenment to China

长期以来,西方发达国家通过立法、成立专门机构等形式,不断完善相关政策,从制度设计的层面给予社会企业以全方位的支持与保障,充分发挥社会企业在居家养老、环境保护等公共服务方面的积极作用,在一定程度上满足了居民多元化的需求,有效解决了一些社会问题。与西方发达国家相比,中国社会企业起步较晚,当前可以结合中国经济社会发展的实际情况,学习西方发达国家在社会企业发展方面取得的实践经验,这对解决社会企业发展过程中面临的困难,切实推动中国社会企业的发展,发挥社会企业在公共服务、社会矛盾化解等方面的作用具有积极的现实意义。

For a long time, legislation, special institutions, perfection of relevant policies, and system design in the western developed countries have been guaranteeing and supporting their social enterprises. Social enterprises play an im- portant and positive role in aged-care at home, environment protection, meeting the multi-demand of residents, and effec- tive solutions to some social problems. Compared with western developed countries, the social enterprises of our country start relatively late. Based on the realities of economic and social developments in our country, we can draw lessens from the experiences of social enterprises＇ development in western developed countries. The experiences of western countries are of great significance not only to solve problems of China＇s social enterprises, deepen their development, but also to benefit social public service.
