面向运用的中国英语能力等级量表建设的理论基础

Theoretical considerations for developing use-oriented Chin's Standards of English

外语能力等级量表的建立对规范我国外语课程大纲、外语教学与测试具有重要意义。本文从语言能力、语言运用、语言理解和表达能力、语用能力、翻译能力、语言使用策略、语言活动等方面详细论述了中国英语能力等级量表研制的理论基础。在此基础上,本文提出了一个面向运用的语言能力量表的理论框架,认为量表须以交际语言能力模型为基础,结合我国外语教育的实际情况,构建适合中国英语学习、教学、评测的语言能力理论框架。

The development of Chinas Standards of English(CSE)is of special significance to the standardization of foreign language learning,teaching,and assessment in China.This paper delineates the fundamental theoretical considerations for the development of the CSE in terms of language competence,language use,language comprehension,language production,pragmatic competence,interpreting competence,translation competence,language use strategies,and language activities.Based on the Communicative Language Competence Model,a theoretical framework for the use-oriented standards is proposed,aiming at providing a linkage among English learning,teaching,and assessment in China.
