Research on the Operating Mechanism of Government Think Tanks Serving the Innovation-driven Development Strategy

[目的/意义]近年来,政府智库发挥着越来越重要的作用,也逐渐被提升到国家战略发展的地位。随着创新驱动发展战略的提出,政府智库肩负着更大的使命。研究当前我国政府智库的运作机制,对推动创新驱动发展具有很大的现实意义。[方法/过程]采用文献研究和理论研究相结合的方法,从组织隶属、资金保障、人员交流等6个方面梳理概括了我国政府智库的运行机制。[结果/结论]结合国外优秀政府智库的特点,指出我国政府智库要优化用人制度、拓宽融资渠道等,以期更好地服务于创新驱动发展战略。

[ Purpose/significance] In recent years, the government think tanks play an increasingly important role, which are gradually promoted to the national strategic development status. With the proposition of innovation-driven development strategy, the government think tanks shoulder greater missions. Studying the operating mechanism of the government think tanks of our country is of great practical significance to promote the innovation-driven development. [ Method/process ] By using the methods of litera- ture research and theoretical research, the paper sorts out the operating mechanism of Chinese government think tanks from six as- pects： organizational affiliation, fund support, personnel exchange, and so on. [ Result/conclusion] Considering the characteris- tics of foreign excellent government think tanks, the paper points out that China＇ s government think tanks should optimize the em- ployment system, and broaden the financing channels in order to better serve the innovation-driven development strategy.
