从“双一流”入围名单看高等教育发展的公平和效率

Perspective on the Fairness and Efficiency of Higher Education Development as from the“Double First-rate” List

世界一流大学和一流学科("双一流")建设高校及建设学科名单日前公布。"双一流"建设究竟是为了促进我国高等教育更加公平的发展,还是强调高等教育建设的效率,对此,存在不同的看法,也由此引发争议。本文基于这一争议,分析政府发展高等教育的责任,提出既重视教育公平,又提高教育效率的改革建议。

After publication of the list of universities and disciplines for ＂Double First-rate＂ construction, i.e. world first-rate university and first-rate discipline, there are different views and thereof triggering controversy regarding whether the ＂Double First-rate＂ construction is aiming to promote the fairness development of higher education in China, or to emphasize the efficiency of higher education construction. Based on such controversy, this essay has analyzed the government responsibilities on development of higher education, and hence put forward some reform suggestions that attaching both importance on education fairness and efficiency improvement of education.
