政府购买残疾人公共体育服务的实现路径研究

Methods and System Design of Government Purchased Public Sport Service for People with Disability

全面小康战略目标的实现必须重视残疾人群健康,体育活动是残疾人获得健康的重要途径,但由于政府购买残疾人体育公共服务的不健全,导致残疾人无法很好地参与体育。采用文献调研、调查访谈、实证研究等方法,立足中国国情社情,从购买主体、承接主体、使用主体和评审主体等角度,审视政府购买残疾人公共体育服务中残疾人需求和购买内容之间信息不对称、市场化不足、评价机制不够健全等问题。在此基础上,探讨完善制度顶层设计、培育扶持助残体育社会组织、弹性设置购买项目等推进政府购买残疾人公共体育服务的理论路径。

The establishment of comprehensive well - being relies on the well - being of people with disability （ PWD ） , and sport is of vital significance in improving the well - beings of PWD. Recent study suggests that the participation to sports of PWD is insufficient,and the government purchase of public sport service for PWD lags behind other purchases from govern- ment. This study uses literature reviews, interviews and empirical study and bases on the national reality of China, to provide detailed analysis of case study on some government purchase of public sport service. The study takes the perspective from purchaser, service provider, PWD and regulating and supervising parties to examine the obstacles in government purchase tbr PWD. The study suggests guideline from the governmental level should be developed, charity organization and non - govern- mental organizations for PWD should be encouraged, and government should be flexible in purchasing public sport service for PWD.
