通过问卷调查与企业访谈两种方式,以认证前、中、后3个时间段为切入点,对《企业知识产权管理规范》认证有效性状况展开调查分析。检查发现,企业总体满意认证工作的成效,且广泛认同审核员的专业素质以及审核过程的公平、公正与严谨性。此外,认证咨询服务工作以及政府政策在提升企业认证工作效果方面具有重要作用。但同时,认证咨询服务机构的服务水平相对较弱,无法完全满足认证咨询服务需求;认证机构数量太少,缺乏彼此的合作交流,与其他体系审核的融合不够,认证服务市场化进程缓慢。地方政府在推进认证工作进程中的政策执行力与落实力度有待提升,同时应强化组织与监督职能。

By the way of questionnaire and enterprise interview, the paper takes the whole process of system certification as breakthrough to carry out the certification validity investigation analysis of enterprise intellectual property management. It is found that the enterprise are satisfied with the results of certification validity, and are widely accepted by the auditor＇s professional quality, including the fairness, justice and rigor of the audit process. Besides, the certification consulting services and government＇s policy play an important role in promoting enterprise certification effect. But at the same time, the service level of the certification advisory services is relatively weak, unable to fully meet the demand of certification consulting services. The number of certification authority is too little to carry out the cooperation and communication with each other, it＇s not enough when enterprise intellectual property management merges with other system audit, and the marketization process of certification service is slow. in the process of certification, the local governments＇ policy execution and capability need to be improved, and the organization and supervision function shall be strengthened.
